United African Soccer Club Constitution
Adopted July 16th, 2016
The purpose of the United Africa Soccer Club is to provide the opportunity for Africans and Non-African living in the Dallas Texas area to practice the game of soccer together. It serves as a fitness and social platform to develop their well-being.
The club members meet every Saturday morning to practice in order to gain team cohesiveness. The team is open to anyone who agrees to abide with the constitution and bye-laws both written and unwritten.
ARTICLE I: NAME
The name of the club shall be The United Africa Soccer Club and may be referred to as UASC in the constitution, bye-laws or other documents. USAC is not yet registered as an official non-for-profit organization under Section 501 (c) (3) of the United States Internal Revenue Code. This will be done when the need arises.
ARTICLE II: PURPOSE
The primary purpose of the club is to create a fun yet competitive environment for members to play soccer. The club is dedicated to providing an atmosphere in which members learn and develop new skills and understanding of soccer.
ARTICLE III: MEMBERSHIP
Anyone above the age of 16 years can register to become a member. Players of any skill level are welcome to join, and no previous experience is required. Both men and women will be allowed to participate on the team. All events sponsored by the club are optional; but members are encouraged to actively participate in the club’s growth and advancement. Anyone suspended from the club will have to register again to become a member. Each registered member will pay $10/month for the maintenance of the club. The Club’s committee members will determine the membership status of any player at any time and act accordingly.
All members shall abide by the following rules (and unwritten rules set by the committee):
- There shall be no curse word used during the game.
- No fighting or violent threat to any member player/referee at anytime
- No player shall walk out of the field without prior notice to referee or side captain.
- Pay $10 monthly dues
ARTICLE IV: ADMINISTRATION
- Committee Members
Coach: The duties of the Coach include organizing and overseeing meetings, scheduling games, overseeing and approving the decisions and actions made by other officers, and managing the general order of the club.
Assistant Coach: The role of the Assistant Coach includes supporting the Coach with their tasks concerning publicity and scheduling, and acting in their position when the Coach is absent. In the absence of the Coach, the assistant Coach will act in full capacity as the Coach.
PRO/Secretary: The PRO is in charge of maintaining communication within the team. This includes ensuring members contact lists is kept up-to-date, providing information to members who join the club. Furthermore, the PRO/Secretary will preside over meetings in the absence of both the Coach and Assistant Coach. The PRO/Secretary will also be in charge of communication with other teams unrelated to scheduling.
Treasurer: The treasurer will be in charge of managing the club’s finances. This includes writing a budget proposal, keeping track of finances, and expenditures.
- Position and Terms
A person may only be nominated for one committee position at any given election and may only hold one committee position at any given time. Each position shall be voted on separately and the person who receives the most votes for that position shall be elected to such position. The sitting committee shall determine the time and place of the annual election.
The positions on the committees and their terms and election years are as follows and each elected Director shall be voted on in the same order as presented below:
- Coach – 1 year term with election every year.
- Assistant Coach – 1 year term with election every year
- PRO/Secretary – 1 year term with election every year.
- Treasurer – 1 year term with election every year
In the event a committee member becomes unavailable due to personal reasons, the sitting committee shall decide who they want in that capacity for the remainder of their tenure.
- DISCIPLINARY ISSUES/ACTIONS
Any issue not addressed in the constitution shall be handled by the Disciplinary Committee at their discretion. Length of suspension is determined by the Disciplinary Committee up to a player expulsion under extreme situations. No suspension should exceed 3 practices/weeks as it applies. A suspended player would not participate in any practice, only as a referee as permitted by the coach. During practice, the referee is empowered to issue a yellow or red cards.
A red card shall be an automatic ejection from the game and a yellow shall be based on minute suspensions at the referee’s discretion. Punitive actions would be implemented by the coach or whoever is in charge of the practice in regards to lateness. A player is eligible to practice if prior month has been paid for in full. For example, a member can only play in July if June is all paid in FULL.
ARTICLE V: FINANCES
Funds for this club will be used to pay for field and equipment expenses. Equipment includes bibs, soccer nets and balls. In an effort to minimize costs, equipment will be reused until completely dysfunctional. Contribution towards members by the team can only occur when there is a birth or death in the family of a paying member. Once approved by the committee, funds for this would be capped at $150. If the committee feels there is a need for more funds or the request does not meet the above criteria, a separate and individualized fund raising and donations can be suggested and not enforced/mandated to the whole group by the committee.
ARTICLE VI: AMENDMENTS
An amendment may be proposed by any member of the team. In order for the amendment to be passed, it needs to be approved by 2/3 of the members (excluding the committee members) present on the scheduled voting day and 2/3 of the committee members. Several vote iterations will be taking until this criteria is met. Amendments shall be reviewed and changes made quarterly every January, June and September). Any required Adhoc changes will have to be approved by the sitting committee members.
